Ireg executive committee
Jan Sadlak is Professor at the Faculty of European Studies of the Babeș-Bolyai University in Cluj-Napoca, Romania. In October 2009, he has been elected as the President of the IREG Observatory on Academic Ranking and Excellence. He is internationally recognized and cited expert in higher education policy, governance and management at the system and institutional level. His research interests and publications cover such topics as processes of reform
and transformation in higher education and science policy, organization of doctoral studies and qualifications, private higher education, “world-class university”, quality assurance and academic ranking as well as ethical dimension of higher education and academic values. He is a member of the editorial boards of the leading journals in the field of higher education and social policy, among them Higher Education Management [published by OECD]. In September 2009, he was appointed by the Pope Benedict XVI as Member of the Board of Directors of Agenzia della Santa Sede per la Valutazione e la Promozione della Qualità e Facoltà Ecclesiastiche (AVEPRO) [the Holy See’s Agency for Evaluation and Promotion of Quality in Ecclesiastical Universities and Faculties]. Prof. Sadlak was awarded several high-level distinctions and six honorary doctorates (Doctor honoris causa) from leading universities in Romania, Russian Federation, and Ukraine. He is Member Correspondent of the European Academy of Arts, Sciences and Humanities – Academia Europensis, Paris, France, and Fellow of the World Academy of Art and Science, San Francisco, USA. In the period September 2009 – January 2011, he has been Professor and Vice-rector for International Cooperation at the Warsaw School of Social Sciences and Humanities/SWPS. From October 1999 to July 2009, he has been Director of UNESCO-European Centre for Higher Education (UNESCO-CEPES) and Representative of UNESCO in Romania. Prior to this position he was Chief of Section for Higher Education Policy at UNESCO, Paris [1992 – 1999]. He holds PhD (1988) in Educational Administration and Comparative Education from the SUNY/ University of Buffalo, USA, and M.A. (1968) in Economics from “Oskar Lange” Academy of Economics in Wrocław, Poland.

Gero Federkeil, Manager in Charge of Rankings, CHE-Centre for Educational Development, Germany. Since 2000 he has been working at the CHE Centre for Higher Education Development as a project manager. He worked for the German Science Council in 1993-2000, where he conducted many evaluations of higher education institutions. His main fields of work are ranking, evaluation, quality management and performance indicators. He is coordinating the international ranking activities at CHE and has published on quality assessment and rankings. Gero Federkeil is reporting at different international conferences and workshops on ranking of higher education institutions.

Prof. LIU is now the Director of the Center for World-Class Universities and the Dean of Graduate School of Education, Shanghai Jiao Tong University, China. His current research interests include world-class universities and research universities, university evaluation and academic ranking, research evaluation and science policy, and institutional research and strategic planning of universities. He had worked as a full professor at the School of Chemistry and Chemical Engineering of Shanghai Jiao Tong University from 1993 and 1997 respectively. Prof. LIU has published extensively in both Chinese and English journals. His book “World-Class University and Ranking: Aiming Beyond Status” co-edited with Dr. Jan Sadlak, has been published by UNESCO-CEPES.

Waldemar Siwinski, founder and president of the Polish Education Foundation “Perspektywy”. It is a non-for profit organization, specializing in marketing and advancement of Poland higher education on national and international levels. He served as president of the Polish Press Agency (PAP); a bureau member of the European Alliance of News Agencies (EANA); member of the International Press Institute. He publishes a monthly published magazine “Perspektywy” together with prestige newspapers in Poland. He prepared over 40 rankings of universities, business schools and secondary schools in Poland.

Dr. K.Bilanow. is a Fulbright scholar at the School of International and Public Affairs and the Graduate School of Journalism, Columbia University; fellowship at the Institute of State and Law, Academy of Science, Moscow, researcher at the Institute of State and Law, Polish Academy of Science. Professional experience: International and Commercial Director, Polish Press Agency; Correspondent for Polish and international press in Scandinavia, USA and Canada; lecturer at the New School for Social Research, New York and at the International College, Elsinore.
Sholpan M. Kalanova - Member of the IREG Executive Committee Independent Kazakhstan Agency for Quality Assurance in Education, Kazakhstan.
Sholpan Kalanova, Professor, Doctor of Pedagogical Sciences, Candidate of Chemical Sciences, is a scientific adviser of the Independent Kazakhstan Agency for Quality Assurance in Education (IQAA). Professor Kalanova has worked as a vice rector in three state universities (Kyzylorda Institute for Agro-Industrial Engineers, Zhambyl University and Taraz State University named after M.Kh.Dulaty, from 1995 to 2001). From 2001 to 2006 she has worked as a Deputy Director at Department of Ministry of Education and Science RK, Director of National Accreditation Centre MES RK in 2006-2008, President IQAA in 2008-2009, deputy head of the Center of Strategic Development and Studies of Administration of the President RK. Sh.Kalanova is author of more than 150 scientific publications, three monographies and training aids.
Marko Marhl - Member of the IREG Executive Committee, University of Maribor, Slovenia.
Prof. Marko Marhl is Head of the Continuing Education Centre at the Faculty of Education of the University of Maribor. For a short period (2006-2007), he was Vice Dean for Scientific Research and Postgraduate Studies at the Faculty of Education of the University of Maribor. He has served as vice-rector on international cooperation at the University from 2007 to 2011.
Robert James Morse - Member of the IREG Executive Committee, U.S. News & World Report, USA.
Robert Morse is the Director of Data Research for U.S. News & World Report. He is in charge of producing the America's Best Colleges, the America's Best Graduate Schools and America's Best High Schools rankings all of which are published annually by U.S. News & World Report. He takes the lead role in survey design, ranking methodology changes and higher education research as well as monitoring data collection. Mr. Morse developed most of the current methodologies that are used since 1989. Mr. Morse has a B.A. in Economics from the University of Cincinnati and an M.B.A. in Finance from Michigan State University

Birte Hornemann - Member of the IREG Executive Committee, Aalborg University's office of Quality Assurance and Ranking, Danmark
Birte Hornemann, director of Aalborg University’s office of Quality Assurance and Ranking. Ms Hornemann has worked at Aalborg University since 1996. She has been responsible for accreditation, quality control, budget planning and evaluation at the Faculty of Engineering and Science. In cooperation with the deans, she has coordinated the development of new study programmes, including political and networking initiatives e.g. in connection with this, she was responsible for the planning and accreditation of the newly founded Faculty of Medicine. Before joining Aalborg University, she had been Principal at Aalborg Technical A-Level College. Ms Hornemann holds an MSc in Electrical Engineering and a B.Com. Organisation/Management.
Mr. Grishankov Member of the IREG Executive Committee, International Group of rating agencies "Expert RA", Russia
Mr. Grishankov is the General Director of International Group of rating agencies “Expert RA” and the science editor of «Expert» magazine. He is leading the development of university ratings in Russia and CIS as well as ratings of the companies, banks and regions. He serves as an expert for the Central Bank of Russian Federation and several ministries. He is a graduate of the Moscow Aviation Institute and author of more than three hundred publications.
